In Uganda, the future of thousands of current students and recent graduates are in jeopardy as it has been revealed that the courses they are pursuing or have completed are considered “expired.” First, let’s understand what’s really at stake here; read to the end to catch the full list of institutions and their expired courses.

What is an expired course?
An expired course refers to a degree or diploma program that lacks proper accreditation from the National Council for Higher Education (NCHE), the statutory regulator of the sector. Consequently, these qualifications are legally and technically deemed null and void.
The gravity of the situation came to light when the University of Bristol in the United Kingdom declined to admit an alumna of Makerere University, who had studied for a Bachelor of Biomedical Laboratory Technology, to pursue an advanced degree. The rejection was based on the fact that the program accreditation for the degree had expired in 2015, rendering the qualification obtained in 2018 invalid.

This incident sparked concern among students and education stakeholders, as graduates from Makerere University and other institutions faced similar challenges due to the expiration of their courses. An analysis of the academic programs offered by both public and private universities listed on the NCHE website revealed that nearly all of them were at fault, rendering the degrees they awarded or planned to award invalid.
The NCHE website says, “Approximately 2,260 courses taught at the 47 public and private universities expired eight to twelve years ago. Makerere University had the highest number of “invalid” courses listed, followed by Bugema and Bishop Stuart universities, Kabale University, Busitema, and Mbarara University of Science and Technology (MUST), among others.”
What happens if you pursue an expired degree?
The consequences of pursuing or obtaining degrees from expired courses are significant. Graduates may face difficulties in utilizing their qualifications to enroll in advanced degree programs or secure employment opportunities. The non-recognition of these qualifications can have far-reaching implications for students, graduates, parents/guardians, and other education stakeholders. The process of accreditation for academic programs in Uganda involves universities submitting proposals to the NCHE. The approval is based on criteria such as compliance with admission requirements, suitability of course components, and adequacy of staff, facilities, and equipment. Furthermore, these programs are required to undergo regular reviews to incorporate new knowledge, and technological advancements, and ensure staff competency and appropriate resources.
How universities may face legal consequences for advertising expired programs
The responsibility lies with universities to ensure that they advertise and admit students only to courses that are accredited. Failure to comply with accreditation requirements is considered illegal. The NCHE plays a vital role in overseeing and accrediting academic programs, and universities are obligated to adhere to the regulations.
The lack of re-accreditation for programs is not solely due to financial constraints. While the accreditation process incurs costs, universities are expected to prioritize compliance with regulations. Some educationists suggest that the lapse in accreditation may be attributed to the laissez-faire attitude of administrators who underestimate the consequences of non-compliance. However, recent rejections of graduates by international institutions have prompted universities to address the issue more urgently.
Efforts are underway to rectify the situation. Makerere University has scrapped most of the programs listed as expired, and other universities are also taking measures to address the issue. However, some institutions have criticized the NCHE, claiming that the list of expired programs is outdated and inaccurate.
The implications of teaching expired programs are significant, but a resolution is expected to be reached through a political solution. Therefore, Universities may face potential legal repercussions from disaffected students and graduates. The Ministry of Education, which oversees the education sector, is expected to address the matter and guide the affected institutions on how to rectify the situation.
So, do university courses expire?
The answer is both yes and no! The Universities and Other Tertiary Institutions, Quality Assurance Regulations 2008 requires that all academic programs be reviewed every after five years. University courses or degrees themselves do not have an expiration date. Consequently, once you have completed a university course and received credit or a degree for it, that achievement is typically considered permanent. The knowledge and skills you acquire during the course may remain valuable for an extended period, although some fields and industries may experience rapid changes that require ongoing learning and updating of knowledge.
However, it is worth noting that academic knowledge and industry practices can evolve. As discoveries are made, research advances, and technologies change, the information taught in a particular course may become outdated or less relevant. This is particularly true in fields such as technology, science, and medicine, where advancements occur at a fast pace.
To stay current in your field, it is often necessary to engage in lifelong learning and professional development. This may involve taking additional courses, attending workshops, conferences, or pursuing higher degrees. Many professionals also engage in self-study and continuous learning to stay up to date with the latest developments in their respective fields.
So while university courses themselves do not expire, it’s important to recognize that ongoing learning and staying up to date with industry trends are crucial for maintaining knowledge and skills throughout your career.
In the meantime, students and graduates are bearing the direct impact of the issue, facing challenges in pursuing scholarships and opportunities abroad. Universities and the NCHE must prioritize resolving this matter promptly and ensuring that all academic programs meet the global standard.
